I find how to disable the download all function globally in space confluence

Welcome to the Atlassian Community!

To remove the possibility of "download", you have to remove all access to the data you don't want people to download.  If they can preview it, stream it, or just click a simple "download" link, then their computer can get a copy of it.

To disable the download link, remove people's permission to see it.

I mean disable "download all" but still allow user to download a single attachment.

don't allow mass download.

If you can see the files, you can download them.  What problem are you trying to solve by forcing people to download one at a time?
