how do set mandatory fields in Confluence without using any plugin?

We would have a fix template with mandatory fields on a page through which we would be capturing new ideas posted by Business users. I am trying to find out if there are any macros that can be used to make few fields mandatory in a page.

We have no plans to use a plugin(if any available) to achieve this requirement.

You could find or write a macro that demands a "field" is filled as part of a page and hence in a template.  But there's nothing to stop a user removing the macro from the page completely.

You'll need Apps that provide "forms" functions to do this properly.
