how do i uninstall confluence 3.5.9 on production box... can i reuse the license or renew?

Confluence is a standalone application. If you used the wizard then go to the start menu and all programs and then go to the confluence folder and there should be an uninstall. If you just installed through the folder then there is nothing to uninstall just delete it.
