i am trying to add a minutes of meeting on jira but couldn't find the template

I think you might be referring to the Meeting Notes Blueprint. You can create a Meeting Notes page in Confluence by using this template as follows:
To create a meeting notes page:
- Choose Create from template
in the Confluence header
- Select Meeting Notes and hit Next
- Enter the information required by the template and hit Create
- Save your page and get ready to attend your meeting
You can edit the page during or after your meeting, and enter your notes, action items and @mention users to assign tasks to them.
Note this is a feature of Confluence but not of Jira as you were asking. I think you meant Confluence here. In the event that you do want to create Meeting Notes in Jira instead, then you would just need to customize your project to use the fields you want to include in your notes.

I think you need to find this template in Confluence.
Usually the template of the space or the global template is maintained by the administrator. You can contact them to confirm whether the current space is configured and open.
