Welcome to Atlassian Community!
When using Cloud free, the site gets automatically deactivated after 120 of inactivity, but you can cancel the subscription before that directly on my.atlassian.com.
On my.atlassian.com, go to Licenses, click on > for the desired site that you want to cancel and click on "Cancel subscription".
