We only have a small "crew" that needs create/Edit access in Confluence. we probably have10 X that number for "people that only need to view the content. do I need to licence everyone or just the "users" that create/edit? I would still want to limit view access to only folks in our company.

All the logged in users must have the license irrespective of whether they are editing the page or not.

That does not really answer the question: Can people not logged in view the page in the Cloud version? (you can in the installed "local" version) does the cloud version support "guests" as it were, so I can share the page for viewing, but not for editing and not have the page open to the wider world? These are business pages only for use by the business.
This is a basic concept for example in Google docs: View only if shared, view only if on a company login, view to the world unrestricted. all selectable by the "user"
