It prevents deleting folders (page trees) entirely.
It appears the issue has now been resolved. It looks like the cause was a problem introduced in a recent Atlassian release but it is not resolved. Thanks for your help on this!

Have you checked the space permissions? Or if your instance has been updated, which role was assigned to you on that space?
