draw.io access only editing? There is no read permission?

They tell us that with the PRJ templates diagrams are created with Draw.io, to access the already created Diagrams it is only seen that they can be accessed directly by editing the diagram on the page that is saved.

Could you please clarify the issue? Are users having trouble finding the templates, or is it a permissions issue where users are unable to access diagrams unless they have editing rights? Understanding this will help us address the problem more effectively.
