disabled user / total users / active users

I wanted to extend my license for a module. We have 11 users, 3 of them are disabled and can not be deleted. If I want to buy the module I get a license for 25 users instead of 10 users. How to get a 10 user license / key?

You add-on licenses must match your Confluence licenses. So, if you have a 25 user Confluence license all your add-ons must match that license.

Your tier is 11-25. You can't get anything lower than that.

With add-ons, it's advisable to purchase from the next tier.
