Hi. How can i create a webinar on confluence data center? 

Or embed a webinar service in a page (introduce a webinar system to embed)

There is no option out of the box in Confluence to handle your request.

You will definitely need an add-on. Please check the Atlassian marketplace.

@Amir Are you ok with a plugin? If yes I can send you couple plugins that you can check and see if they will work for you.

You will need to add a plugin to your confluence so that you can stream a video.

Is that what you are looking to do?

send me a plugin or a macro to performing webinar on my confluence or streaming video or a free service that present webinars by embedding that into my confluence.

Take a look at the following page, there are plenty of plugins for videos from inside Confluence:

I remember using iFrame and was able to stream a Christmas party that not everyone from the company was able to attend.
