create anonymous user

I want to allow anonymous access to one of my spaces (PUBLIC), this requires an anonymous user. How do I create an anonymous user?

You don't. You can set the space to "anonymous access" and anyone will be able to read it without logging in.

Or, you could create a dummy user with a shared username and password.
