Only Confluence Administrator can add Users and Group and assign users to group.
If you are Confluence Admin, Follow below steps:
1) Go to User Management
2) Choose Groups in sidebar
3) Choose create Group button
4) Choose to add to add members in the group
5) After that you can give space permission directly to particular group.

as you can see from attached print screens, I am set up as 1 of the adminstrators for this space but when I go to Space tools, I don't see User management.

You are just a Space Admin and Group is a global and you need Confluence Admin Access.

How would I know who is Confluence Admin in your organization, The person from your organization who is responsible for this application should have access. May be your IT team.
