We have installed and licensed confluence on one of our physical servers. In a few weeks we would like to move the confluence installation to an other server. According to the docs, we should apply for a developer license for setting up the future server environment.

Applying / creation of a developer license shall be possible in the portals admin license detail page:

unfortunately the description of the page seems not to be current any more. In any case there is no option to apply for a developer license.
How shall we proceed / who should we contact?

You don't apply for a developer licence, they are automatically available under the main licence key in your my.atlassian.com account on the product page - https://my.atlassian.com/product
And the description how to get the developer license is still correct in that kb article.
But you should have the limitations in mind that are listed there also.
So if you are on a starter license for example, you can not get a developer license.

Thanks a lot for your comment, the restriction on the starter license explains the missing option in our case then!
So I assume in we then have to ask for a new eval license, set up the new system and then decomission the previous one, or is there a better solution?
