confluence Menus & Tabs empty

I am running Standalone confluence 5.6.3 and I noticed that in the administration there is a great feature under look and feel called Menu & Tabs.    One of my favorite things about Atlassian products are how customizable they are, and this was yet another convenient way to customize.    Yet when I went into the Menu & Tabs windows it was completely blank?  It simply had "Control which menu items and tabs are enabled or disabled in Confluence, all from one handy screen."   and an Expand All | Collapse All with nothing to expand or collapse?

I am fairly sure it is not a permissions thing as I installed Confluence and am the administrator.  Anyone know how to get this to be able to customize Menus & Tabs?

This is the same for version 5.7.1 and I still have not found any good documentation what this is used for or how I can adjust menus and tabs with this control. To access I go to * -> General Configuration -> LOOK AND FEEL -> Menus & Tabs
