clean trash permission

Would it be possible to use not administrator permission to clean trash? I try use confluence_user account to do it, but it show message as listed as below:

You are running a very old Confluence site and I'm not sure if my answer will apply to your specific version. Highly recommend you to plan an upgrade!

User must be have space admin to empty the Trash, see below
