cannot change sidebar, options are greyed out

cannot change sidebar, options are greyed out

I do not have the Space setting option in my sidebar. Space shortcuts and page tree are greyed out. I can access Profile,Blog,Calendars, and Analytics. How do I make changes to my sidebar now?

I guess I have to get a feel for the user interface. Found what I was looking for. the space tool option was not where I thought it would be. Sorry.
