I am a new admin and I'm struggling to access the admin page to manage users.
We have a number of existing sites but when I sign into admin.atlassian.com I get a prompt to create a space and if I do I do not get an option to Add a sight.
I sign in with my user account that works and I'm pretty sure it has admin rights.
Any help would be appreciated.

yes they have just confirm that I did not have correct rights! :-/

Welcome to the Atlassian community.
If you click the gear icon near your avatar in Confluence that will take you to the in-Confluence Administration page. If you have the proper permissions you can find a link to User Management there.
What options do you see?
If you are being prompted to create a site when you access https://admin.atlassian.com then you probably do not currently have the necessary permissions to manage users for any site to which you have access.
If you are a new admin you may want to take advantage of the free, on-demand training that is available for admins from the Learning link at the top of the community pages. Here is a quick search to help your find some of the Confluence Admin topics.
