we are looking to upgraded from 3.5 to 5.1. We have many installed plugins. Are they upgraded to the latest version as part of a major release or is a seperate upgrade required?

You need to upgrade your plugins separately. Recommend reading the upgrade guide before upgrading directly from 3.5 to 5.1
