Hello,
I'm preparing a client’s Confluence instance for production migration to the cloud. The client recently disabled and activated several users, and they are wondering if these changes will automatically reflect in the cloud after the migration.
I’d appreciate any insights or guidance regarding how user status changes are handled during the migration process.
Cheers,
Anne
User status changes, such as disabling or activating, don't automatically transfer from server instances to Confluence Cloud after migration. Instead:
- Disabled server users are migrated as active, but without product access or group membership.
- These users aren't counted as active Confluence users for billing purposes.
- Migration doesn't send invitations, even if access is granted during migration.
- Users appear in the cloud site's user list, but access and permissions may require manual adjustment.
To ensure a smooth transition:
- Review and adjust user statuses and permissions post-migration.
- For large instances (over 2,000 users), pre-migrate users and groups before data migration.
While migration handles user statuses partially, disabled/activated statuses aren't directly transferred. Disabled users are migrated as active without access, requiring manual permission adjustments

Hi @Humashankar VJ ,
Thank you so much for your detailed response! This really clarifies the nuances around user status changes during migration. I appreciate the insights, especially the points about disabled users being migrated as active without access and the need for manual permission adjustments. This will help ensure a smoother transition on our end.
I'll definitely keep your suggestions in mind, particularly for large instances, and review user statuses post-migration.
Thanks again for taking the time to provide such a high-quality answer!
Best regards,
Annalene
