Why reorder option not available?

This question is in reference to Atlassian Documentation: Move and Reorder Pages

What's working: While editing an existing page, the Move Page dialog box has the Reorder option.

What's not working as expected: While creating a new page, the Set Page Location dialog box does not have the Reorder option. Why not?

Hi Ruth,

That's an interesting question.  We could speculate, but the only people who could tell you for sure are Atlassian.  If it's an issue for you, put a ticket in to jira.atlassian.com and ask them to add the Reorder checkbox to the Move panel when creating a page.  If they can't/won't, you may be able to at least get an explanation of why.
