Why "Site Admin" can't see All Spaces in Confluence?

Hi,

One of my colleagues, with "Site Admin" role is not able to see ALL Spaces in Confluence.

What is the reason and how we can make SIte Admins see All spaces, aside from making them Org Admin

Please advise

Users who have access to Space Administration may modify the permissions for a given space to change who has access to it.

A user that is a Confluence administrator can work around not having permissions to a Global space by 

1. Clicking the Gear icon near their avatar in the upper right corner.

2. Selecting Space Permissions in the navigation pane on the left.

3. Clicking Recover Permissions next to the Space name for the space they need to access.
