Why don't links show the name of their pages in a public Confluence?

I have a confluence board where linked pages show up with their names within the text (like they should), however as soon as I made the access public to anyone with the link, anonymous users see the links as the URL not the page names.

 

Here is an example from my logged in perspective:

For anyone who is experiencing the same issue. I'm guessing you have linked the page directly from the link button. 

The way I got around it was to create the text for the link, select it and then go to the link button
