Why do tabs that a user does not have access to, show when I click "Wiki" tab, but not when I am on the "Issues" Tab.

If a user only has access to JIRA and Confluence, then when on the ISSUES tab he only sees the Issue Tab and the Wiki tab. However when I click on the wiki tab, then the "Reviews" and "Source" tabs appear.

This sounds like a bug, however am Interested if its something else?

This was only because I was an administrator that this issue happened. Or it was because of the Tabs per project level, this is no longer happening.
