My team member is trying to move a unlocked page into an unlocked space. She keeps recieving an email saying the space is restricted and she needs access, but in the settings she should already have full access.

One thing to check is to see if there are any restrictions on the parent page your user is trying to move the page to. Even if they have access to the space there might be a restriction that prevents them to view the parent.
