Why 'Confluence Update Check' is not available in 7.0.3 as mentioned in manual upgrade guide

I need to upgrade my confluence data center to 7.13 from 7.0.3
I am following document -
But as per document when we try to follow pre-upgrade process then I am not able to perform due to unavailability of 'Confluence Update Check' in Manage apps.
Go to 
> Manage apps and scroll down to the Confluence Update Check to check the compatibility of your Marketplace apps.
Also 'Upgrade to' section in Plan your upgrade is disabled.
Go to > General Configuration > Plan your upgrade then select the version you want to upgrade to.

Can you share some screenshots of the issue?
You should find the update check at the bottom of the page.
