Where is the "Tools > Attachments" menu (Mac OS, FWIW)

Where is the "Tools > Attachments" menu (Mac OS, FWIW)

I need to delete an attachment from a page I created.

The documents say

Choose Tools > Attachments. A list of the page's attachments will appear.

... but I cannot see "Tools" anywhere, and the "..." menu seems to only apply to "create".

This is incredibly frustrating; a screen shot in the docs might have made all the difference. Why assume I can find something that's non-obvious? Or is it just the stupid Mac that's making it non-obvious?

Here is a screen shot - the page tools menu is just three dots now and so is the create from template button, so I understand how it could be confusing. Here is a screen shot of where the attachments are - please scroll right>
