Where is the option to format table ( chaning border color)?

Somehow I cannot find the format button when I clicked on the inserted table? I need to change the color of the veritcle boarder to black?  I am not familar with HTML, but I managed to find this code line " <col style="width: 13.4542%;" />  Is there a way I can change the color here?
