Go to Settings -> User Management

@[deleted]  - Depends on whether you are on Server or Cloud Version. Can follow one of the above suggested way based on your instance.

On the top right of your screen, under the cog icon, is the Admin section where you will find User Management.  You will need to be set up as a Confluence Administrator to see this.
