What time zone is displayed by the Recently Updated macro?

What time zone is displayed by the Recently Updated macro?

Our server is in Atlanta, GA (Eastern Time Zone). Some of our users in Germany discovered the time being displayed by recently updated pages in the macro is before their actual work hours. Is the time being displayed where the server is, or should it display the time zone of the user?

Confluence should take the Java time of the aerver it is installed on. Hence the server time.
