What is the best plugin for creating a bespoke UI for Confluence (Server)

We are looking at various UI skins for Confluence and was wondering what everyone is using or trialed?

We have over 10 spaces which we want to brand and be consistent theme but also unique to the audience's needs.

What is everyone using, what plug-ins or do you design your own HTML skins easier?
