This does tend to happen more with *.0 releases, and generally it occurs when the release branch has already been cut, but then we want to add something else to it, or if we find an issue after we've already cut the release branch, and then just include it in the next release.
Therefore, with 6.15.0, 6.15.1 became the first *official* release.
