We are using Jira in the cloud and a Confluence server on-premise and I want to understand what happens to the user's accounts when we migrate to Confluence Cloud. e are not using Atlassian Access, or any form of SSO or 2FA.
For example:
I migrate the Confluence server to Confluence Cloud.

The accounts in Cloud are based on email addresses. When you migrate the Confluence Server accounts up to Cloud, the activity will be associated with the Cloud accounts for the people with the same email addresses.
For this reason, the migration assistant will not migrate users if more than one user on Server has the same email address. Just something to be aware of, as often service or administrator accounts on a local server instance will share a common email.
The migrated Confluence site will use the passwords for the Jira site (for accounts that match the email addresses of Jira users). The local Confluence Server passwords will not be used in Cloud.
The Confluence migration won't affect your Jira permissions. If the users are active in Confluence Server, they will be granted product access in Confluence Cloud. (deactivated accounts are imported, but not granted product access). Assuming the Confluence Server users match the email addresses for the Jira Cloud users, you should be set.
