What does the permission “Manage all content in space” do?

I can't figure out what the space permission “Manage all content in space” does. It's not described on the help page: https://support.atlassian.com/confluence-cloud/docs/what-are-confluences-roles/

Does anyone know?

Confluence has two "permissions" systems.

• a newer one based on roles, which your above link refers to
• the traditional permissions system documented at https://support.atlassian.com/confluence-cloud/docs/manage-permissions-on-the-space-level/

But this does not really answer my question. I know that there is a new permission system based on roles. I specifically want to know, what the permission "“Manage all content in space” in the new role-based system does. This is not described (at least not in detail) in the official help link I posted above.
