If someone were to download a HTML & Java Script of our Confluence Space, would it be possible for them to either upload it to a new confluence account OR use offline?

Yes, if someone downloads your pages, they could load it into anywhere. There's no way to prevent someone re-using anything you have made public.
@Nic Brough -Adaptavist- thanks so much for your feedback. Much appreciated. Can I get some clarification- it is not a public page, it is password protected. However the individual had the password at the time so was able to access freely.

I'm afraid it's the same answer - you gave access to someone to your pages, so they can copy and paste it anywhere.
Imagine a simple case. If you invite someone into your house for a party, and don't confiscate their cameras ('phones) at the door, they will probably have some photos of your house, which they can post if they feel like it.
Password protection can work well, but it's the same thing - all it does is reduce access. If someone has access, they can take what they want. You gave the individual access, so they had access to the page(s).
