Not sure if this would be affecting you but I've noticed that since Atlassian has been rolling out the Confluence roles that some free sites had their permissions overwritten.
Could you verify what you can see in the Access Setting on the space? Normally with the roles enabled it should allow you/request you to apply the "Confluence Users" to access/edit the space.

Can User B edit another existing page in the same space?
check if the Confluence site was on a Standard/Premium trial or paid plan before moving to Free. Existing space/content permissions can be retained on Free, though granular configuration is unavailable.
