I would like to enable various department's in my business to view a confluence space and its content only. (basically a wiki) where only management (confluence licence'd users) can edit.
However this has only proven possible when assigning licences to all users that need view such spaces. Will i need to licence all these users with a confluence licence both editors and viewers?
Is there a way to give users viewing ability without having to licence each user?

Yes. If you enable the global flag "allow anonymous access", you will then be able to grant the group "Anonymous users" access in each separate space's permission settings.
People hitting pages in a space which allows anonymous read will not need to log in to see them, and hence won't occupy a seat.
But be aware this means "the world and it's dog" - absolutely anyone roaming the internet can see it. Do not grant any form of "write" to anonymous - you will get spammed!

I did notice that option while playing with the permission structure.
Is there an in the middle option where i can do this but not open it to the general public?

No. Identity is binary - either you know what account is using the session or you do not. Once someone has identified themselves to Confluence, they take up a seat.
