View pages with certain labels is not working

A logged user can see pages of the Site (with no Confluence license, and due to a connection with JIRA Service Desk).

However such users can't get pages with certain label. Going on URLs like

<confluence URL>/labels/viewlabel.action?ids=13500483
<confluence URL>/label/MYSITE/testlabel

lead to error "Not Permitted. You are not permitted to perform this operation."

Notes:

• If I grant a user confluence license, he became able to search by labels.
• search labels works anonymously!

The question: Is there a way to allow logged in users without license search a site by a label ?
