Using JIRA for Change Request Process

Process: Change Requests 

Project has multiple change request raised at different point in time. Each CR has to go through a particular workflow. In Simple Terms, 

CR raised by Business -> goes to workstream Leads -> Impact Assessment -> Consolidation of Impact Assessment => Recommendation to Steering commitee -> Approved/decline. 

How do we implement this in JIRA or Confluence?
