It's just plain stupid not to allow user to view a page when he's got an EDIT permission.
Or am I missing something?

Yes, it is a bit of a silly design - read access should be implied by edit. It does have uses in something like Jira with a more complicated access scheme, but it's no use in Confluence, in my opinion
It's only a minor issue though, and most users can remember to grant view.
