User access request

I denied user access request to my confluence. Can I somehow browse the denied users list and cancel the decision, so the user can send request again?

There is no such a list.

You can invite the user or the user needs to ask for for permission again.

Ok, but there was a message "When you deny access for a user, they can’t request access again." . So can they or no?
