I want to create a user that can create new content and edit existing content but I don't want them to be able to publish any content as it needs to be checked and approved first. Is there any way I can this?

Community moderators have prevented the ability to post new answers.
Thanks for this but I don't think it's really what I need. I need to create users who can't publish content at all so ideally I don't want them to see the Publish button
