Can we use commercial license of a plugin in multiple production instances of the confluence for the same plugin? If so, can we track how many instances of the confluence are using the same commercial license for the plugin?

No. Each installation needs to be licenced separately.

This is true for the commercial license on confluence instance. Is it true for any confluence plugin? That is if I have a commercial license for a plugin A in the confluence instance A, can I use the same license for plugin A in another confluence instance B?
