we're new to Confluence and still exploring if it might be the right solution for our needs. In first line we want to use it as a replacement for a classical user manual for our software products. It should be cloud hostet and editable from people. The result should be something like this: https://confluence.remc1.net/display/PS/Public+Space
Is it possible to customize the look and having company/product logos up there? Does the 10USD/Month (Cloud) work for this?

Absolutely, there's quite a few places using Confluence for user manuals, and not just for software manuals either.
If you want to use the $10 per month Atlassian Cloud offering, that is all hosted for you, immediately available to the world, and is quite customisable - company and product logos are no problem and you can change colours and some of the layouts to suit.
$10 a month lets you have up to 10 users, who I would assume would be the authors or document writers in your company. You can make any space accessible to "anonymous", so you can serve it up to any reader on the internet. I would not let "anonymous" edit, comment, attach or any form of write though, that way lies spam and malicious editing.
The one thing you have mentioned that you cannot do on Cloud is have your own url. You are limited to <your choice of name>.atlassian.net. I would guess you might want https://remc1.atlassian.net as the closest you can get.
