Hello,
We are currently using Jira, Confluence, Bamboo and Bitbucket with one user base in Crowd. All instances are on the server license.
I would like to merge Confluence to the cloud first and the cloud instance has a checkbox for 'External user management', but I can't seem to activate that. Is it still impossible to link the cloud instance of Confluence with our server or DC variant of Crowd?
Is this on the roadmap or not at all?

Yes, you can do this, if you have Atlassian Acccess. (Cloud has three ways to do user directories - Atlassian accounts, Google accounts, and via Atlassian Access)
https://support.atlassian.com/migration/docs/atlassian-access-and-cloud-migrations/ shows you how you would do it far better than I can explain.
