like changing text color, making text bold , italic , all the rich text editor options are clickable but noting is working... but at the same time when I use keyboard shortcut like ctrl+B or ctrl+I then it works. what is the issue I do not know. multiple users are facing the same issue. also tried with incognito mode nothing is working there as well

Hello @Vinay Kushvaha , one question decides this, so let me give you the check and both outcomes.
Which Confluence are you on? Look at the URL when you are editing. If it is something.atlassian.net, you are on Cloud. If it is your own domain, and Administration, General configuration, System information shows a version like 10.2.x, you are on Data Center. You tagged the question Cloud, but the symptom you describe (toolbar buttons dead, Ctrl+B and Ctrl+I still working, every user, every browser, incognito included, starting this week) is the exact signature of a Data Center issue that began on 6 September.
If it is Data Center: @Mohamed Benziane has it. CONFSERVER-104454: the TinyMCE licence key bundled in Confluence DC 10.2.x expired on 6 August, the 30-day grace period ended on 6 September, and from that moment the editor loads but its toolbar functions silently stop. Atlassian's ticket carries fix versions and a patched JAR for people who cannot upgrade immediately (shut down, remove the listed bundled plugin file, drop the patched JAR into atlassian-bundled-plugins, start). The ticket also warns that 10.2.16 onward changes how some third-party macros load, so read the workarounds section before choosing between patch and upgrade. Keyboard shortcuts keep working because they bypass the toolbar, which is why it looks like a browser problem and is not one.
If it really is Cloud: then this ticket cannot apply, because Cloud's editor is a different product with no TinyMCE in it, and @Charlie Misonne browser-side checks are already excluded by your incognito and multi-user tests. A toolbar that will not respond while the keyboard shortcuts do is the toolbar layer failing to load, not the editor, which points at a site-side or service-side state. Two checks: the Confluence status page for a same-day entry, and, if your org has Guard or Enterprise, System Health in Atlassian Administration. If both are clean and it persists past a day, open a Support ticket with a HAR file from an incognito session; the toolbar's failed asset request will be in it and that is what they need.

Any chance this was a temporary issue? I worked a lot with Confluence today and face no similar issues.
It is certainly not easy to troubleshoot.
Browser plugins can also have a negative impact on Confluence or other Atlassian products. We have a plugin that has been installed company-wide and we had to request our IT department to disable it for atlassian.net sites.
Perhaps you are facing something similar.
You can also check with another type of browser. Maybe you got a new browser version causing this issue.

Well in our case browser plugins are being installed company-wide by IT. There can also be browser policies affecting functionalities. I have seen this more than once.
But @Mohamed Benzianeanswer will be more helpful for you. Apparenlty there is a known bug.
