Unable to restrict page from editting.

You're not allowed to change these restrictions. It's either due to edit restrictions on the page, or permissions settings for this space.

It is showing this error. I am using the Web version of Confluence.

All Confluences are "web versions" - do you mean you are using Confluence on the Atlassian Cloud? 

Actually, that's not important here, the restrictions work the same way in both.

The explanation message you are getting here means what it says (it's not an error).  You do not have the space permissions to set restrictions or you do not have the space and page permission to edit the page.

You'll need to ask the page owner or space owner to get added to the permissions to allow you to edit restrictions on it.
