Unable to edit space layout

When i go to a space and go to space admin, click layouts i get the following message.

You can not customise the site look and feel while a theme is active. You must first disable the currently configured theme.

Why am i unable to edit the layout in a space, as i dont want to edit the layout for all of confluence.

Hi Brian,

I believe you are facing the issue described in this knowledge base article: https://confluence.atlassian.com/display/CONFKB/Cannot+Customise+Space+Layout

Essentially the resolution will be to change the Global theme whilst you make the cahnges to the Space theme.

Sorry forgot to update this, i managed to do by changing the theme editing the layout i wanted to edit and then rerveting back to the theme it was using in the first place.

Seems a bit odd that i need to do it this way, is this a bug?
