Unable to edit Confluence pages

I have an issue on some Confluence Spaces, where I can't update the Confluence overview page or create sub pages.

The issue is only with a handful of new spaces I am trying to set up. I'm set up as an Admin and have checked Space settings to make sure they are the same on Spaces which I can successfully update. Nothing seems different, except for the Spaces I can't update have grayed out tool bars.

Any ideas?
