Unable to create a space

I have a strange problem with confluence. I am in the inability to create a space because the "Create" button is disabled. However, I am an administrator and I checked the rights, I have the right to create a space.

Can this be due to the fact that users and groups have been imported from an Archive Directory database ?

Did you mean Active Directory or Archive Directory?

Oh It was active directory, thank you for answer I finally found the solution.

It was a problem of licence, I have imported more users as wanted and as authorized.
