Unable to add user to a page - restrictions

I have a Community and the person has an active account. I now want to provide access to a specific page using restrictions however I continue to get "No matches found".
I can add other active users to the page.

Is the user able to see the rest of the space?

You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.

It is possible, I just saw Jira all over everything so just assumed.

do you mean Confluence, since I don't know, to which page in Jira you are referring to ?
